My guess is that the Blackhawks are MD Army NG stationed elsewhere, and dropping something or someone off.
When I was in, senior officers used Helicopters as taxis, citing their valuable time. Probably still the case.
The State Police have a helicopter unit at the airport as well, down at Strawberry Point.
Also, 2 helicopter flight schools use the airport, or so the guy who works in the tower told me. They're a lot smaller.
