Shawn, ideally every clerk in your store has a level of autonomy commensurate with their experience and ability. This frees the manger to offer deal with customers, security risks, new merchandizing initiatives and the orientation and training of new staff. Ideally, in any well-run retail operation, the manger is limiting his interactions with the employees to complimenting, advising and counseling his staff, not bossing them around. This is especially true as wages drop and quality people cycle through rather than stay on for a long-term commitment.
