A Tragedy to End All Tragedies
History has shown that large scale tragedies are often followed by grand revitalizations. The Renaissance in Europe came about from the Black Plague. The beginning of the development of the modern world followed the Crusades. The decline and ultimate end of the Cold War occurred after Chernobyl, and the start of the Women's Rights Movement amid WWI.
If rapid and substantial change is to occur within any social nexus, things must get worse before they can improve. These tragedies often leave society with new demographics, new ideas, reveal long hidden secrets, and shine light on the value and worth of its citizens—contrary to the ruling class.
Upon this ages old basis I write this proposal. If executed correctly, the establishment of purge zones will bring the City of Baltimore grand revitalization, astounding economic booms, and increased morality. Poverty, crime, and corruption along with moral decay, will become extinct, and many cities will follow thereafter in our footsteps.
Tragedy and destruction is nature's grand method to create room, and fertile soil for constructive forces. Forrest fires, volcanic eruptions, and land sweeping hurricanes are all fine examples. Destroy the old, rotten and decomposing, allowing for the lush, leafy and plentiful to grow.
If nature and history propagate due to such methods, governments and societies may surely rely on them as well?
It would only be cruel, deceitful, and malevolent if such actions are aggressive.
I modestly propose passive means.
And upon this, I hereby make this proposal, one that in the end will bring promising revitalization to Baltimore.
Crime only exists when there is someone to protect it. This is the role of the police and emergency services, as well as the politicians and the prisons. Without such opposing agencies crime can no longer be protected, and will fall under the hands of its own vulnerabilities.
With such being said, to all you fine people—I further propose and clarify that:
-Waste removal services will be suspended.
-Pest and Rodent management will be suspended.
-Case workers will be strongly advised not to enter these areas.
-No city officials are to enter these areas.
-Defectors will be allowed to enter adjacent neighborhoods, but upon entry will be under law and order and once flee to the purge zone, will no longer be under such.
-If a crime is committed in an adjacent neighborhood and the suspect flees to the purge area, he will be pursued once the purge has been lifted or arrested upon entry into the adjacent communities.
-A bullet, knife, tomato, or any other projectile aimed into an adjacent neighborhood will call for arrest upon sight. Despite where the suspect's feet may lie. There will be no responses to isolated crimes.
-The results of such would be tragic, bloody and destructive-but will pave way for reconstruction and revitalization.
-No one is forced to remain in the purge zone, but may do so if they wish.
-No rights will be violated for that this is a suspension of services, a passive approach that does not break individual rights of life, liberty, or the pursuit of happiness.

I particularly like your point that crime is enabled by politicians, police and emergency services. I concur. If there is no one to prevent me from firebombing the house of a youth who attacks me, then his parents will have real incentive to stop him from attacking me and mine.

No offense, but it appears that Baltimore already is one big purge zone. Except that it is white people who are being purged. This also appears to be going on in Baltimore at the moment. Nevertheless, what always seems to happen is that as soon as one black gang is wiped out it is promptly replaced with another. Thus the SCO/purge doesn't work as well as we'd like it to and nothing seems to change in the long term, except that the cancer of black crime keeps spreading to new neighborhoods as old ones are destroyed. No, to effectively fight crime one must either restrict the activities and movements of the criminal element and/or shelter and protect their prospective victims. How to do this? Leftist critical race theory (CRT) teaches us that all of the dysfunctions in the black community are caused by white racism. If that is the case then we should confine the white people in Baltimore to certain neighborhoods where they cannot hurt black people. Black people will not be allowed into white neighborhoods for their own safety and white people will not be allowed to enter black neighborhoods because surely the ones who wish to do so are up to no good. You could use concrete T-wall barriers to fence off the neighborhoods, as we did in Baghdad, and set up police checkpoints at the entrances. The T-walls can be constructed off site and erected overnight. We can give the project an innocuous sounding name like the "Safe Neighborhoods Initiative" (SNI). It would seem likely that the black community would whole heartedly support a movement intended to protect them from the evil of white racism, don't you think? Especially if you accompanied the initiative with some big free stuff giveaway, like making it legal to purchase alcohol and cigarettes with an EBT card.
