Philly Mo and My Favorite Cop Story

I know a half dozen dudes who have been arrested for pissing on walls and sidewalks in Baltimore. It's a bad idea. Most cities have ordinances against urinating in public. So, when you are out on your version of the poor tour, be certain to relieve yourself at the urinal before you head out for that long walk back to your cheaply parked car...
Mo was in town for work this week and we had a few beers together last night. The following is a recollection from the 1970s he related in his muted style.
“If you are familiar with the elevated subways of Chicago, we have the same thing in Philly. I grew up in a poor white neighborhood. You ought to look up Police Commissioner, and later Mayor, Rizzo, a real character, came to a riot wearing a cummerbund ready to kick butt.
“Once I was heading down the staircase from the elevated train and there was this other young man relieving himself, leaving a puddle of stuff there for commuters to deal with. A police officer caught him, and gave him a speech on how it was wrong to leave this puddle for other commuters and made him take off his shirt and mop it up. Then, he informed the young man that it was against the law to ride the subway without a shirt on and directed him to be properly dressed when he boarded the train, standing and watching with an approving eye as the citizen pulled the soaked shirt back on his person.”
Now that is a cop I approve of.
