Wow! That's sure good value for the taxpayer dollar (what, no helicopter called?).
I'll give a plug for this Old School video from the late Cestari (no freebie, sorry). Blows might be necessary to subdue the uncooperative detainee, but think of the economy of effort and man(?)power.

The old Charlies Nelson videos still have value, too. All of his holds were preceded by some sort of strike or kick. Distract, shock or hurt before the hold is applied, otherwise there's just too much risk.
