The new article's analysis is missing Deuteronomy 23:15, which forbids returning runaway slaves.
I'm sure you realize the massive implications of that rule, given you are the expert on runaway slaves in the Plantations.
For example, one of the reasons the Civil War was fought was that Northerners did not want to be runaway slave catchers for the South.
Solomon actually killed a guy who was under town arrest because he went to fetch back two runaway "servants". Which basically mirrors Jesus' parable of the servant who was forgiven a great debt beating the servant who owed a small amount.
I think it's reasonable to have an enslavement option for people instead of a welfare state. A lot of the underclass require corporal punishment and oversight to function. I view the Indian predations on the militarily weak Plantations as God's punishment for un-Biblical predatory slavery.
Thanks for seeking the truth
This is a decent overview of the subject:
Also see the Christiana Riot, September 11, 1851.
This is either dealing with the slave of non-Jews who has fled to Jews, or the slave of Jews who has fled from outside the Land of IsrŠ°el to the Land.
Here's Rashi's commentary:

Maimonides thinks it's the second case:

It seems this is the halacha today:

Not applicable to gentiles in Virginia or Massachusetts.
You might say that the gentiles should have chosen to take this commandment upon themselves, but it is unclear why they would, especially considering that they do not take the vast majority of commandments upon themselves.
"...In February 1793, Congress passed the first fugitive slave law, requiring all states, including those that forbade slavery, to forcibly return slaves who had escaped from other states to their original owners. The law stated that “no person held to service of labor in one state, under the laws thereof, escaping into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor, but shall be delivered up on claim of the party to whom such service or labor may be due.”..."
If the South had known what was to happen they would have realized this was a mistake. All the slaves could have escaped North and then been their problem. I personally think slavery is a horrible thing even though I know it was meant to be a merciful punishment for losing wars and better than genocide. It became industrial especially in the Caribbean where they chewed people up and made them into sugar cane.
If you made me God for a day I would mass produce public housing in all the areas where people say they want diversity and pack ever last section 8 or welfare person into these buildings in the "diversity" cheering people's district.
