This is a snapshot of life in a city that has been handed over to a criminal minority, one third of two thirds of the population has been given free reign to terrorize the black majority and the white minority.
The most telling aspect of this condition is the fact that, at night, the streets of majority white areas are empty of its residents, without a single paleface [other than a few scruffy versions of the roughest type] visible after dark, and that most of the black criminals on patrol are not residents, but military age males from other neighborhoods.
America, this is the future of your mid-sized cities.
