This occurred in a Baltimore County supermarket, on 1/18/18
“The security girl saw our 13-year-old thief, a little middle school girl, as thin as a rail, stealing in the cosmetic aisle, stuffing things into her backpack.
“He told Judy that he was going to call the police and then arrest her. Judy has a big heart, so she went up to the girl and said, ‘Look, the security man is calling the police. He has seen you stealing, has it on video. If you do not pay for that stuff you’re getting arrested.’
“The girl started to cry and told her that she was getting makeup for her mother, that her mother was a drug addict and had a court date tomorrow and she wanted her to be able to look her best, didn’t want her to go to prison again. Now the little girl didn’t have a bit of makeup on and didn’t look like she’d had anything to eat for a week.
“So, when Judy heard that and found out the kid didn’t have any money she walked her up front, rang out the order at my register and paid for it herself: twenty-six dollars and forty-one cents. The girl was crying and hugged her and thanked her and Judy told her never to come in stealing again, that if she needed anything to come ask her.
“That’s one thing about working in a store in a nice area, you can have a kind heart. Those people in the City ripped my heart out and stepped on it.”

Call me cynical but, the 13 year-old probably did this 6 or 7 times a day and was pulling in several hundred dollars a week selling the stuff to the hookers in her neighborhood.
Coming from the city environment, Megan made no such overture.
If I had to bet my balls on it I'd go wit your suspicion.
